June 28, 2008—June 29, 2008. Turkmen president to visit Tatarstan on 28-29 June
Turkmen deputy prime minister, foreign minister Rashid Meredov delivered a report at a government meeting yesterday on preparations for Turkmen president's forthcoming visit to Tatarstan Republic scheduled for 28-29 June. The minister also said that a set of documents to be signed on results of Russian President Dmitriy Medvedev's visit to Turkmenistan next month is being agreed with the Russian side, the Turkmen State News Agency (TDH) reports. Rashid Meredov also briefed the head of state on preparations for the Turkmen president's forthcoming visit to Kazakhstan to attend a meeting of CIS and other heads of state as well as a ceremony marking the 10th anniversary of the Kazakh capital.

June 4, 2008. Tajikistan's economic team to attend International Economic Forum in St. Petersburg
Tajikistan's economic team will take part at the 12th International Economic Forum that will be held in St. Petersburg, Russia from June 6-8, according to the Ministry of Energy and Industries (MoEI). The source at a MoEI said that Energy and Industries Minister Gul Sherali, Economic Development and Trade Minister Ghulomjon Bobozoda, as well as the head of the State Committee for Investment and State-owned Property Management Farrukh Hamraliyev and the head of the Chamber of Commerce and Industry Said Sharif will represent Tajikistan at the St. Petersburg Economic Forum. Besides, representatives of the Limited Liability Company Duhanbeagroservice, the Production Association Yoqout-2000 and the Institute for Economic will also attend the forum, the source said.

May 28, 2008. CIS Electric Power Council's Meeting discussed rational usage of potential of transboundary rivers
CIS Electric Power Council held its 33rd meeting. The meeting was chaired by Chairman of the Management Board of RAO UES Anatoly Chubais. The meeting was also attended by the officials in charge of the energy industry in the CIS countries. During the meeting, the participants determined the operational results of the CIS energy systems during the 2007/2008 autumn-winter period, discussed issues of creating a common electricity market in the CIS member states, and considered the progress made in the preparation of a feasibility study for synchronous interconnection of the energy systems of the CIS countries and the IES of Baltic states with the West-European energy systems of the European Union for the Co-ordination of Transmission of Electricity (UCTE). The CIS EPC is actively working to involve organizations and companies interested in cooperation with the Council as Supervisors. Currently, over ten leading Russian and foreign companies and institutes act as the Council's Supervisors.

May 7, 2008. Tajik president, Russian ambassador discuss cooperation issues
State and prospects of further expansion of Tajik-Russian cooperation were a major topic of a meeting of President Emomali Rahmon with Russian Ambassador to Tajikistan, Mr. Ramazan Abdulatipov, that was held in Dushanbe on May 6. According to presidential press service, the two confirmed their readiness for further expansion of many-sided cooperation between Tajikistan and the Russian Federation. Expressing satisfaction with growing trade and economic cooperation, Rahmon and Abdulatipov stressed that a two-way trade between Tajikistan and Russia should exceed $1 billion this year.

May 5, 2008. Russian economic team to arrive in Tajikistan next week
An economic delegation of Russia's Irkutsk region, comprising representatives of the regional administration, Eastern Siberia's chamber of commerce and industry and businessmen, will arrive in Tajikistan on May 13, according to Tajikistan's Chamber of Commerce and Industry (CCI). The source at a CCI said that during its stay in Tajikistan, the Irkutsk delegation is scheduled to hold a number of talks with Tajik enterprises and organizations dealing with organization of external labor migration and building materials supplies to discuss cooperation issues. They will discuss relating to expanding commercial relations, delivering saw timbers to Tajikistan, sending Tajik labor migrants to Russia's Baikal and importing Tajik aluminum, the source said. The delegation will stay in Tajikistan until May 20. It is the second visit of the Irkutsk economic delegation to Tajikistan. For the first time, the Irkutsk delegation was in Tajikistan in 2003.

April 28, 2008. Tajik, Russian MoEs negotiate opening branches of Russian universities in Tajikistan
Senior officials of education ministries of Tajikistan and Russian met in Dushanbe on April 25 to discuss cooperation issues. The source at the Tajik Ministry of Education (MoE) said that the meeting participants, in particular discussed opening of branches of Moscow State University (MGU), St. Petersburg State Mining Institute (SPGGI) and Moscow Energy Institute (MEI) in Tajikistan. Tajik and Russian education officials reached an agreement to set up an inter-departmental commission for more detailed discussion of that issue, working out financial-economic mechanisms and laying legal foundation of the establishment of Russian universities’ branches in the country, the source said. The sides considered it expedient to define the list of the most topical issues for exchanging views and working plan of joint actions before June 1, 2008. The meeting also discussed issues related to establishment of the MGU’s preliminary courses, the source said.

During the session of the integration committee of the Eurasian Economic Community (EurAsEC) in Moscow will consider the issues of custom union forming of Kazakhstan, Belorussia and Russia. It was announced today at the briefing by the Foreign ministry of Kazakhstan spokesman Erzhan Ashikbayev, agency reports. "During the meeting the parties will discuss the issue of custom union forming of Kazakhstan< Belorussia and Russia within the framework of the EurAsEC, as well as a number of other topical issues," E. Ashikbayev said. As it was informed before, the 39th session of the Integration committee of the EurAsEC will be held on April 23 in Moscow.

April 17, 2008. The Caspian Sea: towards harmonizing views
The foreign ministers of the Caspian Sea states – Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan, gathered in the capital of the Islamic Republic of Iran, Tehran to participate in a regular meeting of the Special Workgroup on the Convention of the Legal Status of the Caspian Sea. During the meeting the partners reaffirmed a reciprocal readiness to complete harmonization of the text of the draft Convention – the document called upon to regulate the activity of all kinds and relationships of the littoral states in the sea. Focusing on importance of continuing the consultations in both bilateral and multilateral formats to harmonize views the representatives of the littoral states with satisfaction stated that in the past years considerable success had been achieved in searching for the mutually acceptable solutions based on the interests of the littoral states and the norms of international law. The participants of the meeting noted that a number of the aspects of the Caspian Sea related problems needed further discussing.

April 1, 2008. Second unit of Sangtuda-1 station to be introduced into operation in July
The second unit of the Sangtuda-1 hydroelectric power plant (HPP) is expected to be introduced into operation in July, Rahmetulla Alzhanov, director of open joint-stock company (OJSC) Sangtuda HPP-1, said in an interview with Asia-Plus. According to him, assembling work is currently under way. The assembling work is expected to be finished in June and after that commissioning will start. “The third unit is planned to be put into operation in November and introduction of the last, fourth unit into operation is scheduled for March 2009,” the director said. We will recall that the opening of the first unit of the angtuda-1 station was held on January 20, 2008. Russia’s Unified Energy Systems (RAO YeES) retains a 75 percent share in the power plant, which will generate a projected 2.7 billion kWh of electricity per annum. The power station will have an estimated capacity of 670 MW.

A meeting of Tajik Foreign Minister Hamrokhon Zarifi with his Russia counterpart Sergey Lavrov that was held in Moscow resulted in signing of the program of cooperation for 2008. In the course of the talks the two discussed state and prospects of further expansion of bilateral cooperation between Tajikistan and the Russian Federation in political, economic and humanitarian spheres, which is based on principles of allied and strategic partnership. Zarifi and Lavrov also exchanged views on problems of raising effectiveness of activity of the CIS and further development and strengthening of regional cooperation.

March 28, 2008. CIS foreign ministers’ meeting to consider 15 draft documents

15 draft documents will be considered at a session of the CIS council of foreign ministers that is scheduled to be held in Moscow on March 28. According to the preliminary agenda, the session is supposed to consider a draft plan of main events to mark the 65th anniversary of Victory in the Great Patriotic War of 1941-1945 with regard for national programs. Major part of this plan is dedicated to issues related to social protection of veterans and invalids of the Great Patriotic War of 1941-1945. The CIS foreign ministers are also expected to consider a draft resolution on raising efficiency of work of the TV and radio company Mir as well as a progress of implementation îf the plan of multilevel inter-MFA consultations in 2007 and the plan of consultations for 2008. They will also discuss a draft resolution on a concept of cooperation in providing information security within the CIS area and a draft statement by the CIS heads of state on expansion of cooperation in fighting drug trafficking.

March 28, 2008. SCO anti-terrorist structure holds session in Tashkent
The Council of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization held its 11th session in Tashkent. Representatives of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan participated in the session. The Council approved the report about its activity in 2007 for the Council of SCO heads of states. Proposals and recommendations for the year 2008 were considered. Implementation of joint actions to ensure security of the 2008 Olympic Games in Beijing were also considered. The Council approved a number of decisions related to combating terrorism, separatism and extremism.

March 20, 2008. Turkmenistan, Astrakhan region signed intergovernmental cooperation agreement
On March 18, Turkmen President Gurbanguly Berdimuhamedov received Governor of Astrakhan Region Alexander Zhilkin, who arrived in Ashgabat heading a representative delegation. On the same day, the delegations of Turkmenistan and Astrakhan region held talks which resulted in signing an intergovernmental agreement on trade-economic, scientific-technical and cultural cooperation. During the talks, the sides discussed prospects for expanding cooperation in the sphere of education, health and culture, construction, transportation, oil and gas and fish industries, as well as shipbuilding and tourism.
