1. Central Asian Gateway partner institution launched the first national website on Gender issues in Uzbekistan

The new website on Gender issues in Uzbekistan was officially launched in the Internet on April 15, 2005. This is a joint initiative of the Center for Economic Research (CER, CAG Project's implementation agency from Uzbekistan) within the framework of the Uzbekistan Development Gateway Project, the UNDP CO in Uzbekistan and a number of respective gender practitioners.

The website provides online access to comprehensive information on various theoretical, methodological and practical aspects of Gender issues. Moreover, the website provides links to analytics and statistics, news, events and announces, best practices and other information on the following issues: Gender and Statistics; Gender and Politics; Gender and Economics; Gender and Culture; Gender and Education; Gender and Healthcare; Gender and Family. Also the website provides information on the world experience in Gender issues.

2. Discussion of the Concept of the Private Sector Development Section on the Central Asian Gateway portal

The main objective of the meeting was to discuss the Concept of the Private Sector Development Section on the Central Asian Gateway portal. Representatives of the Chamber of Commerce and Industry of the Republic of Uzbekistan and UNDP "Sustainable Income Generation" Project also participated in the meeting.

It is expected that the Private Sector Development Section will provide online access to comprehensive information on practical aspects of private sector and regional cooperation development in the Central Asian region. Moreover, the Section will provide links to analytical, research and statistical materials, legislation, news, events and announcements and other information on the following issues: Support to Private Sector Development, Entrepreneurship Environment, MSMEs and others. E-discussions and polls will be also available for the portal users.

3. Mid-term results of E-discussion on the issues of Water, Energy and Environment on the Portal's Forum

On April 19, 2005 mid-term results of e-discussion highlighting the issue of "Natural Resources, Lifeline in Central Asia: Water, Energy, Environment" in Russian was disseminated among the Central Asian Gateway portal's users interested on water and energy issues.

We invite you to participate in the forum and raise questions for the e-discussion, to carry on a dialogue with wide range of the website users, to assess current tendencies on regional cooperation in the sphere of water, energy and environment and contribute your recommendations on this issue. The most valuable suggestions contributed during discussion will be carefully reviewed and noted while elaborating respective analytical papers addressing the cross-cutting issues of regional cooperation and human development in the region.

4. On-line Questionnaire on the Central Asian Gateway portal

The Central Asian Gateway team strives for making the portal demand-driven and the most useful for its visitors. In view of this, our team developed questionnaire to learn your opinion on the portal performance and your preferences on additional products and services that should be provided by the portal. It helps us to identify the directions of the portal further development.

5. Results of the April polling on the role of small business in economic development

The polling on the role of small business sector in economic development of state was available for the CAG users in April 2005. It was formulated as "Is Small Business Sector the most important component of economic system of a state?"

The most visitors (80%) agreed that Small Business is a basis for the efficient operation of economy.

1. April 17-18, 2005. National Forum of Women Organizations of the Kyrgyz Republic, Bishkek

The purpose of National Forum of Women Organizations is consolidation of the program and actions of women's movement for building fair, democratic and safe society in Kyrgyzstan. The participants have considered problems and prospects of national gender policy in the Kyrgyz Republic, development of women's movement; also they have developed suggestions on development and strengthening of gender policy of the country. The representatives of government, nongovernmental sector, international organizations, and academics took part in the Forum.

2. April 29-30, 2005. Gender Workshop 2005 - Theories and Methods of Gender Studies

The Gender Workshop is a multidisciplinary conference that aimed to introduce and align ways of seeing and negotiating gender as an analytical category in various academic fields and paradigms. The workshop gathered together scholars from a broad range of interests and offers talks and discussions on theoretical and methodological issues of gender studies and gender theory from both the perspective of traditional academic disciplines and interdisciplinary angles.

The First Gender Workshop took place at International University of Bremen in February 2004. Presentations at the Gender Workshop 2004 covered a variety of fields, such as, development and institutionalization of Women's and Gender Studies in Germany, China and post-Soviet countries; gender theories and empirical studies in psychology; gender, nationalism and migration; gender, genre and (trans)gender formations in literature; construction of gender in historical discourses; gender representations in visual arts and movies.

4. May 7-8, 2005. Gender and ICT Workshop

A two-day workshop on Gender Evaluation Methodology (GEM*) for ICT Initiatives, to be held on May 7-8, 2005, seeks to bring participants who are interested in gender issues in ICT4D together and to provide them the opportunity to exchange experiences, insight and knowledge in gender and ICT issues. While the workshop will have a strong focus on gender evaluation, emphasis will be put in understanding basic concepts on the intersections between gender and ICTs.

The workshop is hosted by the GKP and the Association for Progressive Communications (APC), through its Women's Networking Support Programme (WNSP). The workshop is open to organizations that are doing substantive work in the area of gender and ICT4D as well as organizations that are planning to incorporate gender in their ICT4D initiatives.

The following topics will be discussed: Basic gender concepts; Gender and ICT issues at the global level; Assessing gender issues in the local context; Gender and ICT indicators; Practical issues in gender evaluation; The overall map of the GEM tool and website; The guiding evaluation principles of the GEM tool.

5. May 19-20, 2005. The First International Conference on CIS Private Equity Forum

6. May 24-25, 2005. International Conference on "E-governance: Problems and Prospects for Implementation"

"Center for development of local government" Foundation is organizing International Conference on "E-governance: problems and prospects for implementation". The conference will be held on May 24-25, 2005 in Ust-Kamenogorsk city (Kazakhstan).

Announcements

1. GenderIT.org - A New Gender and ICT Policy Website by APC

GenderIT.org is a new website which helps women make ICT policy a priority. It has been started by APC WNSP (The Association for Progressive Communications Women's Networking Support Programme) which supports women networking for social change and women's empowerment through use of ICTs.

The APC WNSP network comprises over 150 women from 38 countries. Over three-quarters of members are active in regional WNSP networks in Africa, Asia, Central and Eastern Europe and Latin America. Good ICT policy is not just about legislation of infrastructure and operators - it can promote economic empowerment and counter the negative uses of ICTs, such as trafficking of women. GenderIT.org promotes the need for gender advocacy in ICT policy, as well as the "how to" of pushing for policy change.

APC WNSP has developed GenderIT.org to broaden awareness of gender and ICTs and to offer a practical tool for ICT advocates, especially women's organizations and movements to ensure that ICT policy meets their needs and does not infringe on their rights. "ICTs can assist in bringing food to the table or in promoting a reproductive rights agenda," says Ruth Ojiambo Ochieng of the ISIS - Women's International Cross-Cultural Exchange in Uganda and a member of the APC WNSP's worldwide network. GenderIT.org has a worldwide perspective, with a special focus on Africa, Asia, Central and Eastern Europe and the CIS, and Latin America. Regular news features will come from GenderIT.org's policy-writers living in those regions. The site will feature news and events; profiles; articles; local and regional ICT policy examples and simultaneously demystify ICT policy and technical language.

4. September 21-25, 2005. 10th International Women and Health Meeting

The International Women and Health Meeting (IWHM) with the theme "Health Rights, Women's Lives: Challenges and Strategies for Movement Building" will be held in New Delhi, India from the period on September 21-25, 2005. The IWHM has its roots in the global women's movement and comprises a wide range of organizations, networks, and grassroots women's groups.

The 10th IWHM seeks to highlight resistance to such politics and related policies as issues of significance to women's health. The linkages and interconnections of these seemingly disparate phenomena and policies and their impact of women's health will be explored even as it will attempt to centre-stage the issue of women's health as a fundamental right.

The IWHM will aim to provide a forum to discuss these issues and the challenges they pose for working towards operationalizing health as a right. It will strive to enable a diverse range of participants to network, strategies and help in strengthening the women's health movement through sharing of experiences and skills. The five focal themes are: Public Health, Health Sector Reforms and Gender; Reproductive and Sexual Health Rights; The Politics and Resurgence of Population Control Policies; Women's Rights and Medical Technologies; Violence (of State, Militarism, Family and Development) and Women's Health.

5. November 28-29, 2005. International Conference, the Centre for Gender Studies at the University of Vienna, Austria

The Centre for Gender Studies at the University of Vienna is organizing this conference to be held on 28-29 November 2005 at Aula, Campus University of Vienna, to bring together experts in the field of Feminist, Women's and Gender Studies from various countries to discuss differentiations that shape power relations within that field and beyond.

Participants are invited to submit a proposal (500 words) indicating the scope and approach of their contribution and a short CV. Notice will be sent to participants by 10 July 2005 and final papers are due by 15 October 2005. Conference materials to be published in a series of the Centre for Gender Studies at the University of Vienna. Proposals in English should be submitted by 31 May 2005.

6. Vacancy: Regional Coordinator for Russia, Belarus, Moldova, Ukraine, the South-Caucasus (Armenia, Azerbaijan, Georgia) and the CARs (Central Asian Republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan)

Under the supervision of the CICC Program Director and the Regional Program Director, the Regional Coordinator will have overall responsibility to develop and implement the Coalition's campaign in Russia, Belarus, Moldova, Ukraine, the South-Caucasus (Armenia, Azerbaijan, Georgia) and the CARs (Central Asian Republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan). S/he will work to advance the Coalition's goals of ensuring universal ratification, effective domestic legislation, international support for the International Criminal Court (ICC), stronger CICC networks, and support for the integrity of the Rome Statute.

The Coalition is a network of over 2,000 civil society organizations from around the world, working together towards a common goal: the establishment of a fair, effective and independent International Criminal Court (ICC). The ICC is the first permanent Court with the mandate to bring to justice individuals who commit the most serious violations of international human rights and humanitarian law, namely genocide, crimes against humanity and war crimes.

8. Vacancy: Economic Reform Advisor for UNDP

The Economic Reform Advisor will assist the UNDP offices in Central Asia to articulate and implement programmes of intervention in the area of economic reform and poverty reduction; this programme will comprise activities at both the sub-regional and national level in the five countries.

Qualifications: Doctoral or Master's degree in Economics; Expertise in the economies of Central Asia or of transition countries is highly desirable; Knowledge of the economic, political and social situation of Central Asia is critical.

Essential knowledge and experience: Familiarity with UNDP and UN system policies desirable; Full working knowledge of spoken and written English is required, including the ability to draft and edit project documents, funding proposals, correspondence and briefings; Fluency in spoken and written Russian is desirable; Excellent computer skills, including full working knowledge of standard word processing, spreadsheet and presentation software packages; At least 15 years working experience in development economics; specifically economic reform with experience in poverty related issues and the impact of macro-economic reforms to poverty alleviation; Familiarity with development methodologies, including participatory approaches and strategic planning; Strong managerial experience.

The Department of Public Administration at the Kazakhstan Institute of Management, Economics and Strategic Research (KIMEP) in Almaty is recruiting MPA's and PhD's (not Candidate of Science degree holders) in Public Administration and related fields, preferably with specializations in either Natural Resource Management or Financial Management, from recognized Western universities for full-time teaching positions to begin August 2005. Candidates with research interests in Central Asia are particularly encouraged to apply.

Applicants are expected to teach four sections of three courses (12 hours per week) each semester. These courses can be in both our graduate and undergraduate programs. Teaching reductions can be given for those engaged in research.

11. INTAS Open Call 2005-2006 for Research Projects Proposals

INTAS launches an Open Call for research project proposals 2005-2006 with an indicative budget of € 12 million. The Call will encompass basic and applied research with no thematic or geographical restrictions, but excluding market-oriented technology development.

The maximum allowable funding per project is 150,000€ subject to the scientific content, the duration and the number of scientists involved. No more than 25% of the total project grant will be available to teams from INTAS member states.

12. Distance education course "Introduction to Human Rights Education"

HREA (Human Rights Education Associates, international non-governmental organization) is calling for applications for the distance learning course: "Introduction to Human Rights Education". The course will be offered from September-December 2005. Course instructor is Felisa Tibbitts.

This course will introduce the international field of human rights education (HRE), including presentations of programming approaches, teaching and learning resources, and related theory.

The course is intended for educators and trainers working in both the formal and nonformal sectors. Participants will be assisted in the development of a curriculum, training, or plan to use these skills to further their organization's advocacy efforts. Participants might be expected to apply these skills within formal education settings, for staff development within their own organizations, and for outreach and advocacy.

14. NISPAcee training course "How to be a better Policy Advisor in Public Administration Reforms in selected Central Asia countries

NISPAcee with the support of the SLOVAKAID is organizing a training course for advisors "How to be a better policy advisor" focused on fostering successful implementation of public administration reforms throughout the selected Central Asia countries through the development of the indigenous advisory capacities.

The aim of the training course is to provide the academics with an opportunity to begin the development of their knowledge and skills on public policy advice design and channels for the delivery. The course is designed for the academicians working in the field of public administration who are interested in participation in policy advice delivery to their governments and would like to improve their skills in this area. The course is designed according to the needs of those who are beginning or plan to be involved in policy planning and advice provision to their governments. The degree of participants does not have to be in public administration; however the current academic research and teaching activities must focus on the aspects of public administration reform in your country.

15. CARNet launched discussion on integrated water management in Central Asia region

CARNet (Central Asia and Russia Network) in collaboration with CAWater-Info Portal launched new e-discussion on the issues of water and energy in Central Asia. The theme of this e-discussion is "Integrated water management in the region - a basis for conflict prevention".

CARNet invites the specialists on water and energy resources of the region, representatives of government bodies, international conservancy organizations, academia and research institutions, local government bodies and NGOs to participate in the e-discussion. Results of on-line discussion will be presented on International Conference on Regional Cooperation on Transboundary River Basin in Dushanbe, June, 2005.

16. Central Asian web-magazine "Oasis"

1. Национальным партнером Central Asian Gateway презентован первый национальный портал по гендерной проблематике в Узбекистане.

Решение о создании портала по вопросам гендерного развития в Узбекистане принято Центром экономических исследований - исполнительным агентством проекта CAG со стороны Узбекистана в сотрудничестве с ПРООН и другими заинтересованными сторонами и продиктовано необходимостью привлечения внимания к этой актуальной для Узбекистана проблематике и ее учета при выработке политической стратегии развития республики. Сайт официально запущен в Интернете 15 апреля 2005 года.

Портал по вопросам гендерного развития является он-лайн ресурсом по различным аспектам гендерных проблем и актуальным вопросам обеспечения гендерного равенства в Узбекистане, предоставляющим пользователям разнообразный спектр информационно-справочных и иных услуг и продуктов. На нем доступны материалы по следующим тематическим направлениям: гендер и его проблематика; гендерная статистика; гендер и политика; экономические аспекты гендера; гендер и образование; гендер и здравоохранение; гендер, культура и мораль; семейные аспекты гендера. 2. Обсуждение концепции раздела "Развитие частного сектора", который будет открыт на портале Central Asian Gateway.

13 апреля 2005 года в конференц-зале Центра экономических исследований (ЦЭИ) прошла встреча Научно-проблемного совета (НПС) ЦЭИ.

Основной целью проведенной встречи являлось обсуждение концепции раздела "Развитие частного сектора" портала Central Asian Gateway. Кроме членов НПС, на встрече также приняли участие представители Торгово-промышленной палаты Республики Узбекистан и проекта ПРООН "Создание устойчивых источников доходов".

Планируется, что этот ресурс предоставит открытый доступ к достоверной и объективной информации по практическим и теоретическим аспектам развития честного сектора и региональной кооперации и торговли в Центральной Азии. Он будет содержать также ссылки на аналитические и статистические материалы, законодательство, новости и анонсы по вопросам развития частного сектора, предпринимательской среды, МСБ, сектор голосования и форум.

3. Подведение промежуточных итогов по новой дискуссии по вопросам использования природных ресурсов в Центральной Азии.

19 апреля 2005 года были подведены промежуточные итоги по открытому обсуждению "Эффективное использование природных ресурсов в Центральной Азии: водно-энергетические ресурсы и окружающая среда".

Всеми участниками электронной дискуссии была отмечена важность предложенного для обсуждения вопроса, а также отмечено, что решение проблем на пути сотрудничества в области использования водно-энергетических ресурсов является одним из основных условий успеха интеграции в Центральной Азии. Обобщая полученные в ходе форума ответы, можно выделить следующие принципиальные моменты, в которых участники форума выразили согласие: недостаточное сотрудничество государств Центральной Азии в сфере использования водных и энергетических ресурсов может привести к негативным последствиям в регионе; перспективы интеграционных процессов в регионе в большей степени зависят от успешного и рационального решения вопросов сотрудничества в водно-энергетическом секторе; различия в экономическом развитии между стран региона, наметившийся за годы независимости, усугубляет проблему водно-энергетического сотрудничества.

5. Итоги апрельского он-лайн голосования по вопросам развития малого бизнеса и предпринимательства

Он-лайн голосования, посвященные вопросам роли малого бизнеса и предпринимательства в экономике страны, были открыты и доступны для пользователей портала Central Asian Gateway в течение апреля месяца. Наибольший интерес у пользователей портала вызвал вопрос "Считаете ли Вы, что малый бизнес является важнейшей составной частью экономической системы государства?"

Большинство ответивших считают (80%), что именно малый бизнес обеспечивает эффективное функционирование экономики.

1. 17-18 апреля 2005 года. Национальный форум женских организаций Кыргызской Республики

Целью проведения Национального форума женских организаций КР является консолидация программы и действий женского движения для создания справедливого, демократичного и безопасного мира в Кыргызстане. Участники рассмотрели проблемы и перспективы национальной гендерной политики в Кыргызской Республике, развитие женского движения, выработали предложения по развитию и совершенствованию гендерной политики страны. В Форуме приняли участие представители госорганов, неправительственного сектора, международных организаций, научных кругов.

3. 29 апреля 2005 года. Конференция по проблемам гендерного развития в Центральной Азии и на Кавказе

Центр исследований Евразии, России и Восточной Европы совместно со Школой дипломатии Эдмунда Волша и Университетом Джорджтаун провели конференцию по теме: "Проблема гендера в Центральной Азии и на Кавказе: вызовы и возможности развития".

4. 7-8 мая 2005 года. Семинар по вопросам развития гендера и ИКТ

Двухдневный семинар, посвященный методологии оценки гендера (GEM) для инициатив в области ИКТ, пройдет в период 7-8 мая 2005 года. В связи с этим, Организаторами семинара был объявлен конкурс для участия на этом мероприятии. Для участия на семинаре приглашаются специалисты и организации, заинтересованные в вопросах гендера и ИКТ в целях развития, а также во внедрении проблематики гендера в ИКТ-инициативы. Цель семинара - обмен опытом и знаниями, а также определение взаимосвязей и взаимовлияний между понятиями "гендер" и "ИКТ".

Организаторами семинара являются организация "GKP" и Программа поддержки женской сети Ассоциации прогрессивных технологий (Association for Progressive Communications, APC).

На семинаре будут обсуждаться следующие вопросы: концепции гендерной проблематики, проблемы гендера и ИКТ на глобальном уровне, гендерная оценка на местном уровне, гендер и индикаторы ИКТ, практические проблемы в ходе гендерной оценки, презентация принципов работы сайта GEM как инструмента при проведении оценки.

1. GenderIT.org - новый портал, посвященный вопросам гендера и ИКТ.

GenderIT.org является новым Интернет-порталом, созданным с целью содействия женщинам в использовании возможностей ИКТ. Портал создан организацией APC WNSP (The Association for Progressive Communications Women's Networking Support Programme), которая поддерживает сеть женских организаций в сфере социального развития и усиления потенциала женщин в использовании современных средств ИКТ.

Сеть APC WNSP network включает в себя порядка 150 женщин из 38 стран мира. Наиболее активно сеть развита в регионах Африки, Азии, Центральной и Восточной Европы и Южной Америки. Цель сети состоит в повышении осознания того, что эффективная политика в сфере ИКТ способствует усилению экономического потенциала, а также ликвидации таких негативных явлений, как траффик женщин. 5. 28-29 ноября 2005 года. Международная конференция по гендерным вопросам в Университете Вены, Австрия.

Центр гендерных исследований Университета Вены организует международную конференцию, которая пройдет 28-29 ноября 2005 г. в университетском городке и соберет экспертов в области феминизма, гендерных исследований из различных стран. Они обсудят различные вопросы взаимоотношения с властью в этой области.

Участники должны представить заявку (500 слов), указав их возможности и вклад, и краткое резюме. Уведомление будет разослано участникам к 10 июля 2005 г. и окончательные доклады должны быть отправлены к 15 октября 2005 г. Под непосредственным руководством Программного директора Региональный координатор будет ответственен за развитие и реализацию Коалиционной кампании в России, Белоруссии, Молдове, Украине, странах Южного Кавказа (Армения, Азербайджан, Грузия) и Центральной Азии (Казахстан, Кыргызстан, Таджикистан, Туркменистан, Узбекистан). Кандидат будет работать над выполнением задач Коалиции, заключенных в обеспечении унификации и эффективности внутреннего законодательства, международной поддержке криминальных судов, усилении сети сообществ в этой сфере между странами.

Данная Коалиция представляет собой сеть из порядка 2,000 организаций гражданского общества из различных стран мира, деятельность которых заключена в достижении общей цели: создании эффективного, независимого и прозрачного Международного суда по вопросам криминалистики (International Criminal Court, ICC). ICC является первым постоянным судом с правом передачи индивидуумов под суд за серьезные нарушения международных прав человека и гуманитарного права, а именно, геноцид, преступления, направленные против человечества и военные преступления.

8. Вакансия: Советник по вопросам экономического реформирования, ПРООН.

Советник по вопросам экономического реформирования будет содействовать работе представительств ПРООН в странах Центральной Азии в формулировке и реализации программ по экономическим реформам и сокращению бедности, обобщать деятельность этих программ как на суб-региональном, так и на национальном уровнях во всех пяти странах региона.

Требования к кандидатам: степень доктора или магистра наук по экономической специальности; опыт работы, связанный с экономиками стран Центральной Азии или переходными экономиками; обязательное знание и понимание экономической, политической и социальной ситуации в регионе.

11. Конкурс исследовательских проектов INTAS на 2005-2006 гг.

ИНТАС объявляет конкурс исследовательских проектов 2005-2006 гг. с бюджетом 12 миллионов евро. В рамках конкурса рассматриваются проекты, направленные на теоретические и прикладные исследования без тематических и географических ограничений. К рассмотрению не принимаются проекты, ориентированные на развитие коммерческих технологий.

В проекте должны принимать участие, по меньшей мере, две команды из двух разных стран, принадлежащих ИНТАС (одна из них - координирующая группа) и одной команды из стран бывшего СССР.

Максимальная сумма финансирования - 150,000 Евро зависит от тематики проекта, продолжительности и количества участников.

12. Курсы дистанционного обучения "Образование в сфере прав человека".

Международная неправительственная организация HREA (Human Rights Education Associates) объявляет о приеме заявок на участие в курсах дистанционного обучения на тему: "Образование в сфере прав человека". NISPAcee при поддержке и содействии организации "SLOVAKAID" проводит тренинг "Как стать хорошим политическим аналитиком в проведении административной реформы в некоторых странах Центральной Азии". Тренинг будет направлен на содействие успешному проведению административной реформы в некоторых странах Центральноазиатского региона через развитие возможностей консультирования.

Целью проводимого мероприятия является предоставление академическим кругам возможности внедрения знаний, навыков и наработок в практику путем разработки политических рекомендаций. Курс предназначен для академических работников (исследователей), работающих в сфере государственного управления, а также заинтересованных в проведении исследований для выработки политических рекомендаций и повышения уровня собственных знаний в этой области. 15. Открытый форум для всех, кому не безразличны водные и экологические проблемы Центральной Азии.

Сеть CARNet (Central Asia and Russia Network) в сотрудничестве с порталом CAWater-Info в преддверии Международной конференции по региональному сотрудничеству в бассейнах трансграничных рек, которая пройдет в Душанбе с 30 мая по 1 июня 2005 года, открыла дискуссию на тему: "Интегрированное управление водными ресурсами - основа предотвращения конфликтов в регионе".
