1. April 3, 2006. The president of Uzbekistan received
OSCE Chairman-in-Office. President of Uzbekistan Islam Karimov
received Chairman-in-Office of the Organization for Security and
Cooperation in Europe, Belgian Foreign Minister Karel De Gucht on 1
April at Oqsaroy residence. During the negotiations, the sides discussed
issues of further development of Uzbek-Belgian cooperation and the

2. April 4, 2006. CSTO Standing Committee held
sitting. A sitting of the Standing Committee under the Collective
Security Treaty Organization (CSTO) chaired by the CSTO Secretary
Toktasyn Buzubayev took place in Moscow. The parties debated issues
concerning political cooperation between CSTO member states, development
of its military constituent and countering new threats and challenges.

3. April 4, 2006. Heads of Tajik and Indian Chambers
of Commerce sign agreement on bilateral cooperation. Head of
Tajikistan’s Chamber of Commerce and Industry (CCI) Sharif Saidov met in
Dushanbe with visiting secretary general of Indian Chamber of Commerce
Antil Mathur. The purpose of the visit for representatives from Indian
business circles is to familiarize themselves with industrial
enterprises in Tajikistan as well as to study investment climate and
market in Tajikistan. The meeting resulted in signing of an agreement on
bilateral cooperation between chambers of commerce and industry of the

4. April 5, 2006. Felix Kulov met with the European
Commission Regional Director. Kyrgyz Prime Minister Felix Kulov has
met with the European Commission Director for states of Eastern Europe,
Caucasus and Central Asia Hugues Mingarelli. F. Kulov has thanked
European Commission for its assistance, noting the importance of the
projects. Prime Minister has familiarized Mr. Mingarelli with the
situation in the country and talked about socio-economic reforms. Also,

5. April 5, 2006. Kazakhstan, Russia sign a number
of bilateral documents. A number of bilateral documents have been
signed on April 4, in Kremlin as a result of Kazakhstani-Russian
negotiations with participation of Nursultan Nazarbayev, President of
Kazakhstan, and Vladimir Putin. In particular, an agreement between the
Agency for Computerisation and Communications of RK and the Ministry of
Information Technologies of RF granting an orbital position to the
Central Asian republic's communications and broadcasting satellite
Kazsat and an agreement on co-operation between Russia's Vnesheconombank
and the Eurasian Industrial Association. More

6. April 6, 2006. EU Three – Central Asian states
meeting. The third session of the "Three of the European Union –
Central Asian states” involving the foreign ministers was held on April
7 in Almaty. The parties discussed issues of concerning war on
terrorism, drug and human trafficking, border control, trade
liberalization and economic cooperation, ecology, water recourses

7. April 6, 2006. Ninth meeting of CGIAR Steering
Committee held in Tashkent. The ninth meeting of the Steering
Committee of the Consultative Group on International Agricultural
Research (CGIAR) for Central Asia and Transcaucasia was held in Tashkent
on 3-5 April. Director General of the International Center for
Agricultural Research in Dry Areas Professor (ICARDA) Adel El-Beltagy,
Director-General of the International Food Policy Research Institute
(IFPRI) Dr Joachim von Braun and other eminent scientists attended the
event. The delegations of the countries of Central Asia and
Transcaucasia were headed by the leaders of national scientific research
groups in the areas of agriculture, at the level of Deputy Ministers of

8. April 6, 2006. Kazakh delegation visited NATO
headquarters in Brussels. Kazakh delegation comprising deputies of
Kazakh Majilis (Lower Chamber of Kazakhstani Parliament), officials of
various ministries and departments and representatives of
nongovernmental organizations (NGOs) and mass media visited NATO
headquarters in Brussels last week. This trip was organized on
Alliance’s initiative. During two-day visit the guests got acquainted
with survey papers concerning problems of NATO’s social diplomacy,
bilateral ties NATO-Kazakhstan in the framework of Individual
Partnership Action Plan signed in January 2006. More

9. April 7, 2006. Kazakhstan, Pakistan cooperation
prospects were debated. The participants of the Almaty roundtable have
considered on April 6 the state of the Kazakhstan-Pakistan relationship

10. April 7, 2006. Parliament Speaker of Kyrgyzstan
has met with the delegation of the International Federation of Red Cross
and Red Crescent Society in Central Asia. Speaker of the Jogorku
Kenesh of the Kyrgyz Republic Marat Sultanov met with head of regional
delegation of the International Federation of Red Cross and Red Crescent
Society in Central Asia Frank Kennedy. During the meeting the visitor
has acquainted the Speaker with features of activity of the
International Federation of Red Cross and Red Crescent Society in
Central Asia, the National Red Crescent Society of Kyrgyzstan and
presented the bill, which regulates activity of this organization in the
republic. The Speaker has noted, that the bill should pass all
procedures required by rules of the Jogorku Kenesh and promised to
include it in the agenda, after discussion in committees of the

World Bank Regional Vice President for Europe and CA. President of

12. April 10, 2006. Kyrgyz President to pay official
visit to Russia. Kurmanbek Bakiyev, President of Kyrgyzstan, in late
April will pay an official visit to Russian Federation. Mr. Bakiyev and
Alikbek Djekshenkulov, Foreign Minister of Kyrgyzstan, have discussed
preparations for the visit on April 7. The FM proposed a programme of
the visit to the Russian Federation and the visiting delegation
membership for approval. As per the preliminary programme, Mr. Bakiyev
during his official visit to Moscow will meet Vladimir Putin, President
of Russia, Mikhail Fradkov, Prime Minister of Russia, Boris Gryzlov,
Chairman of the State Duma, pay visits to industrial and cultural

13. April 11, 2006. Senate of Uzbekistan and
Federation Council of Russia sign cooperation agreement. Delegation
headed by chairman of the Federation Council of Russia’s Federal
Assembly Sergey Mironov met chairman of Senate of Oliy Majlis of
Uzbekistan Ilgizar Sabirov on April 10 in Tashkent. During the
negotiations, the sides discussed strengthening cooperation between the
upper chambers of parliaments of the two states. The guests familiarized
with the activity of Senate and its committees. After the negotiations,
Sabirov and Mironov signed cooperation on agreement between the Senate

14. April 11, 2006. Russia and Kyrgyzstan are
intended to increase commodity circulation to $1 billion. Issues of
cooperation between Russia and Kyrgyzstan were discussed on the meeting
of Kyrgyz President Kurmanbek Bakiev and Russian Ambassador to
Kyrgyzstan Evgeny Shmagin on April 10, 2006. The Ambassador said that
“two countries have fruitful relations and coming visit of K Bakiev to
Russia will strengthen an economic cooperation and other fields of
relationship”. E. Shmagin has stated that Russian side is intended to
increase commodity circulation with Kyrgyzstan twice in two-three years.

15. April 12, 2006. The United States Government is
ready to continue supporting economic transformations in Kyrgyzstan.
Minister of Foreign Affairs Alikbek Jekshenkulov on April 11 had a
meeting with Assistant Secretary of State for Central and South Asia
Ambassador Richard Boucher. Ambassador Boucher expressed interest of the
U.S. Government in further strengthening of cooperation with Kyrgyzstan
in political and economic spheres and assured that the U.S. Embassy is
prepared to continued providing a comprehensive assistance to economic

17. April 12, 2006. Regional economic integration is
the key to human development. A conference on the U.N. 2005 Central
Asian human development report was held on March 27 in Brookings
Institute in Washington. U.S. government officials, Central Asian
diplomats, multilateral bank representatives and academics participated
in the event. Kemal Dervis, Administrator of the United Nations
Development Programm noted that Regional economic integration is the key
to human development in the five Central Asian republics - Kazakhstan,
Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. More

1. April 3, 2006. World Bank gives recommendations
on attraction of investors into the extractive industries of
Kyrgyzstan. Kyrgyz extractive industries development related issues
were discussed at the meeting of First Vice Prime Minister Medetbek
Kerimkulov with the World Bank representatives on March 31, 2006 in the
House of Government. The World Bank executed monitoring of the executive
industries for 2 months at the Kumtor, Khaidarkan and Makmal sites, said

4. April 5, 2006. Turkmenistan implements 37
investment projects jointly with the Chinese companies. 37
investment projects are presently being implemented in Turkmenistan with
participation of Chinese companies. The total sum of invested funds
stands at US $ 382.6 million and Yuan 360 million. These projects are
implemented mostly in the oil and gas and transportation fields as well
as in the sphere of telecommunications, light industry and agriculture.

5. April 6, 2006. “Zarubezhtsvetmet” to invest in
rehabilitation of ore refineries in Tajikistan. Russia’s open
joint-stock company «Zarubezhtsvetmet» (Russian overseas nonferrous
company) intends to launch joint ventures in Tajikistan on mining and
production of nonferrous metals. Russian specialists are supposed to set
to rehabilitation of the Adrasman and Altyn-Topak ore refineries in

6. April 6, 2006. Tajik central bank introduces new
system of supervising. The National Bank of Tajikistan (NBT) has
introduced an up-to-date system of bank control – FinA International
(FINA). The introduced system works on the basis of the up-to-date
information technologies on collection and analysis of financial data of
commercial banks. This system will allow the NBT to more effectively
control activities of commercial banks and analyze received data. More

7. April 7, 2006. Tajikistan, China to sign
agreements on investment projects in late May. Tajikistan and China
have reached a preliminary agreement on implementation of three
investment projects in Tajikistan. As it had been reported earlier, a
Tajik delegation recently returned from its working visit to China.
During their stay in China Tajik officials held talks with
representatives from the Chinese Government, top managers of the
“EximBank” as well as senior representatives from China’s Ministry of
Commerce. The talks focused on the possibility of implementation of
investment projects in Tajikistan. Tajik officials submitted to the
Chinese side for consideration a series of investment projects aimed at
supporting enhancement of telecommunications, transport and energy
sectors in the republic. A mutually acceptable solution should be
reached before a summit meeting of heads of state from countries making
up the Shanghai Cooperation Organization (SCO), which will be held in
Beijing in the summer this year. Agreements on implementation of these
three projects are supposed to be signed in late May. More

indicators for the years of 2007-2009, Concept of Formation and Usage of

10. April 11, 2006. Kazakhstan’s Development Bank
keep on investing in Tajik chemical industry. On April 10, Prime
Minister Oqil Oqilov met in Dushanbe with a visiting delegation of
Kazakh businesspeople led by Kambar Shalgimbayev, head of Kazakhstan’s
Development Bank. In the course of the talks the sides discussed issues
of investing in chemical industry and textile production in Tajikistan.
The Kazakh side expressed readiness to collaborate with chemical plants

1. April 3, 2006. Russian Aluminum to open center
for social projects in Tajik capital. Russian Aluminum [RusAl]
intends to open the Center for Social Projects in Dushanbe. The center
will focus on implementation of social and humanitarian projects in
Tajikistan. The main objective of these projects is in creating
conditions necessary for improving the social climate in the republic as
well as reviving principles mercy and charity. A process of registration
of the center is still ongoing and it may possibly start its work in the

youth's ecological awareness. Enrichment of the population's,

1. April 4, 2006. U.S. gives Turkmenistan US $ 450
thousand to combat drug trafficking. The U.S. and Turkmenistan will
continue cooperating in the area of security and drug trafficking, said
U.S. Charge d'Affaires Jennifer Brush and Minister of Foreign Affairs of
Turkmenistan Rashid Meredov after the signing of an amendment to the
agreement signed earlier. The amendment provides, in particular, for
allocation of an additional $450,000 to the Government of Turkmenistan
to conduct successful investigations against narcotics traffickers and
to enhance the use of forensic analysis. The U.S. Department of State
INL program helps governments throughout the world combat illegal drug
trafficking, human trafficking, and organized crime by providing

Millenium Development Goals report for Uzbekistan published. The report was
prepared by the United Nations Country Team in close consultations with
the Government of the Republic of Uzbekistan. It aims to reflect on
current trends for the country’s development and facilitate the

capital of Uzbekistan will host the Council of the Culture Ministers of
the member states of the Shanghai Cooperation Organization (SCO) at the

2. April 20-22, 2006. The V Eurasian Media Forum.
The forum will gather international and regional journalists, famous
politicians, and heads of the world media community, businessmen and
experts for discussion on international and regional development
problems and the role of media. More than 300 persons from more than 35
countries of Asia, Europe, Middle East, North America, and Africa
participated in the IV Eurasian Media Forum in April 2005 in Almaty. The
last year forum regarded the most discussed issues of the rime including
the problem of coverage of terrorist acts by media, laws on media, the
Central Asian situation etc. The Eurasian Media Forum is an
international non-political organization founded in Kazakhstan in 2001.

will be held in Almaty. Aru-Almaty-2006 (Beauty) International
Jewelry Exhibition will be held at the Central State Museum in Almaty on

4. April 26, 2006. The III National Petrochemical
Conference. The III national petrochemical conference is going to
take place in Almaty April 26. It will be organized by
"SAT&Company", owning the only petrochemical complex in the
republic. A construction project of an integrated petrochemical complex
in Atyrau with annual capacity 400 thousand tonnes of polyethylene of
low and high density, 400 thousand tonnes linear polyethylene, and 400
thousand tonnes of polypropylene is planned to be presented. Besides, it
is planned to consider attraction of the Kazakhstani and foreign banks,
the export and credit agencies in the quality of potential project
